Holding a multi-agency response through uncertainty
In spring 2020, as the pandemic reached Kirklees, the usual channels for coordinating community support weren't built for what was suddenly needed — mutual aid groups were forming overnight, council teams were stretched thin, and nobody had a shared picture of who was covering which streets, or where the gaps were.
